EntrePass

The EntrePass lets a foreign entrepreneur live in Singapore while starting and running a business that is venture-backed or owns innovative technologies. It is open to all nationalities. Applicants must hold at least 30% of a private limited company registered with ACRA, or intend to register one, and must meet at least one track: a single funding round of at least SGD 100,000 from recognized investors, support from a government-recognized or internationally known incubator or accelerator, or a record of founding and selling a technology business. Enterprise Singapore evaluates applications together with MOM. No minimum salary, levy or quota applies. A company that is already more than 12 months old at the time of application is assessed under the renewal criteria instead.

Requirements

  • Hold at least 30% of a private limited company registered, or to be registered, with the Accounting and Corporate Regulatory Authority (ACRA).
  • Show that the company is venture-backed or owns innovative technologies.
  • Meet one track: SGD 100,000 or more raised in a single round, recognized incubator or accelerator support, or a founded-and-sold technology business.
  • For the exit track, show registered IP and an ongoing research collaboration with a Singapore institute of higher learning or research institution.
  • Avoid excluded sectors, including coffee shops, bars, massage parlors, employment agencies and geomancy.
  • If the company is more than 12 months old, meet the renewal criteria at the point of application.

How to apply

  1. Register or prepare the company with ACRA and collect proof of funding, incubator support or a past exit.
  2. Submit the online application to MOM and pay the SGD 105 application fee.
  3. Receive the in-principle approval letter, valid for 6 months, and travel to Singapore.
  4. Pay the SGD 225 issuance fee in Singapore and register fingerprints and photo within 2 weeks if required.
  5. Set up the digital pass in the SGWorkPass app; the card usually arrives within 5 working days.

Where the EntrePass sits among Singapore's founder options

MOM issues the EntrePass, but Enterprise Singapore reviews the business case with it and may contact pass holders later for engagement or audit purposes. Holders are encouraged to give back to the local ecosystem, for example by mentoring younger startups or hosting workshops. Founders with a sizeable technology track record have also used Tech.Pass, an EDB-run pass that needs no employer sponsor. EDB states that no new or renewal Tech.Pass applications will be accepted from 28 January 2027, and that a ONE Pass (AI and Tech) track announced by MOM will replace it from January 2027.

The renewal stage is where the EntrePass becomes demanding. MOM sets annual total business spending and local workforce targets that start at SGD 100,000 and one local workforce unit and rise in each later renewal cycle. Local workforce is counted from professional, managerial and executive staff plus lower-qualified staff, who count at one third each, and every counted employee must be on the direct payroll with at least 3 months of CPF contributions. Founders planning a long stay should budget for local hiring from the start rather than treat the pass as a solo-founder permit.

Questions and answers

Is there a minimum salary or capital amount for the EntrePass?

No. MOM sets no minimum salary, foreign worker levy or quota for the EntrePass. Capital enters indirectly: one qualifying track is a single funding round of at least SGD 100,000 from recognized investors, but founders can instead qualify through incubator or accelerator support or a past technology exit. Renewals later require measurable business spending and local hiring.

Can a spouse and children join an EntrePass holder?

Yes, once the business qualifies. A legally married spouse and unmarried children under 21 can receive a Dependant's Pass if the company reaches annual total business spending of SGD 100,000 with one local workforce unit, or if the founder has sold two or more qualifying companies, raised more than SGD 2 million, or owns two or more deep tech IPs. Parents need SGD 200,000 in spending and two local workforce units.

Which businesses are not eligible for an EntrePass?

MOM excludes coffee shops, hawker centers and food courts; bars, nightclubs and karaoke lounges; foot reflexology and massage parlors; acupuncture, traditional Chinese medicine and herbal dispensing; employment agencies; and geomancy. These sectors are ineligible regardless of which qualifying track the founder meets or how much funding the company has raised.

Is Tech.Pass still available to experienced technology founders?

Only until early 2027. EDB says no new or renewal Tech.Pass applications will be accepted from 28 January 2027. Its current criteria are a last-drawn fixed monthly salary of at least SGD 22,500 and at least five cumulative years in a leading role at a large tech company or tech venture capital firm. Existing holders can stay on their pass until it expires.
