Saudi Citizenship by Naturalization

Saudi nationality is open to foreigners only through a demanding, discretionary process. The Law of Saudi Arabian Nationality sets a ten-year residence threshold, fluent Arabic and a profession the country needs, and the final decision is discretionary at the highest level of government.

Naturalization under the Law of Saudi Arabian Nationality

Status: Discretionary; no right to naturalize after meeting the criteria

Article 9 of the Law of Saudi Arabian Nationality, as amended by Royal Decree No. M/54 of 1425H, allows nationality to be granted to a foreigner who has reached the age of majority and held residence for at least ten consecutive years. The applicant must be of sound mind and body and of good conduct, without a prison sentence of more than six months for a moral offense, must work in a profession the country needs, must earn a lawful living and must speak, read and write Arabic fluently. Under Article 10, nationality is granted by the Prime Minister on the proposal of the Minister of Interior, who may refuse to propose a qualifying applicant without giving reasons.

Requirements

  • Age of majority and at least ten consecutive years of residence at the time of application.
  • Sound mind and body, good conduct and no prison sentence over six months for a moral offense.
  • A profession the country needs, unless born in Saudi Arabia to a foreign mother and an unknown father.
  • Proof of earning a living by lawful means.
  • Fluency in Arabic, spoken and written.
  • The residence permit, passport and documents concerning the nationality the applicant is giving up.

How to apply

  1. Build at least ten consecutive years of residence while meeting the conduct and income conditions.
  2. File the naturalization request with the residence permit, passport and nationality documents.
  3. The Minister of Interior decides whether to propose the application.
  4. The Prime Minister decides whether to grant Saudi nationality.

Dual nationality and investment

Saudi law treats a second nationality cautiously. Under Article 11, a Saudi citizen may not acquire a foreign nationality without prior permission from the Prime Minister, and a naturalization request must be accompanied by the documents concerning the nationality the applicant is leaving. Founders who expect to keep their current passport should take this into account. Saudi Arabia has no citizenship-by-investment program: Investor Residency and the other Premium Residency products grant residence rights only, and they do not shorten the ten-year residence requirement or bind the government's discretion over nationality.

Questions and answers

How long does it take to become a Saudi citizen?

The law sets a minimum of ten consecutive years of residence before a foreigner can apply, together with fluent Arabic, a profession the country needs and good conduct. Meeting these conditions does not create a right to nationality, because the Minister of Interior and the Prime Minister both have discretion over each case.

Does Saudi Arabia allow dual citizenship?

Only with permission. Article 11 of the Law of Saudi Arabian Nationality bars Saudis from acquiring another nationality without prior permission from the Prime Minister, and naturalization applicants submit documents about the nationality they are relinquishing. Applicants should therefore be prepared to give up their current nationality.

Can Saudi citizenship be bought through investment?

No. Saudi Arabia has no citizenship-by-investment program. Investors can obtain Premium Residency, including the Investor Residency with conditional permanent status, but nationality follows only the naturalization conditions of the Law of Saudi Arabian Nationality and a discretionary government decision.
