Taiwan Citizenship and Naturalization

Naturalization in Taiwan rewards long, steady residence and usually asks applicants to give up their previous nationality. High-level professionals recommended by a central authority are the main exception, and there is no citizenship-by-investment program.

Naturalization under the Nationality Act

Article 3 of the Nationality Act lets a foreign national with domicile in Taiwan apply after legally residing there for more than 183 days each year for at least five consecutive years. Applicants must have legal capacity, no bad conduct or criminal record, enough property or professional skills for a stable life, and basic proficiency in the national language plus basic knowledge of the rights and duties of nationals, under standards set by the Ministry of the Interior. Article 9 then requires a certificate of loss of the original nationality within one year of naturalization approval, and applicants may not reside in Taiwan on the new status until it is provided. Spouses of nationals and some other groups qualify after three years.

Naturalization for high-level professionals

Status: Requires recommendation by a central authority and joint review

Article 5 of the Nationality Act opens a separate track for high-level professionals who have contributed to Taiwan's interests and are recommended by the central authority in charge of their industry. The recommendation is jointly reviewed with outside experts invited by the Ministry of the Interior, which also sets the criteria for identifying such professionals. The residence period is shorter than under the general rule. The key difference for many founders is Article 9: applicants naturalized under this track are exempt from producing a certificate of loss of their original nationality, so they may keep it. The same exemption applies to people naturalized for special contributions under Article 6.

Dual nationality and the absence of investment citizenship

Taiwan treats dual nationality as an exception rather than the default. Most applicants must show they have lost their previous nationality within a year of approval, and failure leads to revocation unless delays stem from the other country's legal or administrative restrictions, verified by the Ministry of Foreign Affairs. Applicants who cannot obtain a loss certificate for reasons not attributable to themselves are also exempt. There is no program that grants citizenship in exchange for investment; investors instead use the permanent residence route and later naturalize on residence.

Questions and answers

Can naturalized Taiwanese citizens keep their original nationality?

Only in specific cases. Most applicants must present a certificate of loss of their original nationality within one year of approval. High-level professionals naturalized under Article 5, people with special contributions under Article 6, and those unable to obtain the certificate for reasons beyond their control are exempt.

Does Gold Card or APRC status shorten the naturalization period?

Not directly. The general naturalization rule still requires five consecutive years with more than 183 days of legal residence each year. Permanent residence is not a separate prerequisite in Article 3, but the residence years accumulated on a Gold Card or ARC count toward the period.

Can investors obtain Taiwanese citizenship through investment?

No. Investment can lead to permanent residence through the Plum Blossom Card route, which requires TWD 15 million and five local jobs, or TWD 30 million in government bonds. Citizenship still depends on residence, conduct, self-support and the language and civics standard.
