Permanent Residence in Malaysia
Permanent residence in Malaysia takes the form of an Entry Permit from the Immigration Department. It allows indefinite residence, but criteria for foreign founders are not published in detail, and neither MTEP nor MM2H offers an automatic path.

Entry Permit (permanent resident status)
Status: Discretionary; detailed criteria for foreign nationals are not published
The Immigration Department describes the Entry Permit as the document that lets a foreign national enter and reside legally in Malaysia without any time limit, subject to conditions whose breach can lead to revocation. It lists four applicant groups: wives of Malaysian citizens, husbands of Malaysian citizens, children under 18 of Malaysian citizens, and fully foreign nationals. The department's main page does not publish eligibility thresholds, residence periods, fees or processing times for the fully foreign category, and points applicants to an Entry Permit application guideline e-book. Founders and investors should therefore treat permanent residence as a discretionary decision rather than a scheduled stage of their stay.

What MTEP and MM2H mean for permanent residence
Neither founder-friendly route is framed as a stepping stone. MTEP passes renew for fixed terms, five plus five years at the established level, and MDEC's FAQ does not mention permanent residence. The MM2H category pages describe a renewable social visit pass tied to passport validity and are likewise silent on permanent status. A founder who hopes to settle should plan for long-term renewals of these passes and approach the Immigration Department separately about an Entry Permit, keeping records of lawful residence that a later citizenship application will also need.
Questions and answers
Can MTEP founders apply for Malaysian permanent residence?
Nothing in the MTEP FAQ links the programme to permanent residence. Founders may hold the Established Entrepreneur Residence Pass for up to ten years across two terms, and any Entry Permit application is a separate request decided by the Immigration Department under its own criteria.
Is there a permanent residence by investment program in Malaysia?
No investment program publicly confers permanent residence. MM2H requires a fixed deposit and a property purchase but grants a renewable long-term social visit pass, and the Immigration Department's Entry Permit page does not publish an investment threshold for foreign nationals.
Does a Malaysian Entry Permit expire?
The Immigration Department states that the Entry Permit allows the holder to reside in Malaysia without any time limit. It can be revoked if the stipulated conditions are violated, so holders should know the conditions attached to their status and keep their identity documents current.
