Temporary residence permit for start-up founders
The permit is issued under the start-up ground of the Law on the Legal Status of Aliens to foreigners whose project has been confirmed in writing by the institution authorised by the Minister of the Economy and Innovation. It is issued for two years and may be renewed for three years after that institution confirms that the founder still meets the requirements. Within 120 days of the permit being issued, the holder must establish the startup and begin the activities named in its incorporation documents. The permit can be withdrawn if the startup is not set up or stops operating, and the holder must leave when the activity ends unless another residence ground applies.

- A commitment to declare a place of residence within one month of collecting the permit.
- Legalized or apostilled official documents and certified translations of papers not in Lithuanian or English.
How to apply
- Register the application in MIGRIS, choosing legal activity and then the start-up category.
- Book an appointment at a Migration Department office or a VFS centre and submit originals and biometrics at once.
- Collect the permit card after a positive decision.
- Establish the company within 120 days and declare the place of residence within one month.
- Before the permit expires, obtain renewed confirmation and apply for the three-year renewal.
Family members and daily life
Spouses and children can join a founder. Family members usually receive a temporary residence permit for two years, later renewable for three, and may hold a national visa while the founder's permit application is pending. They may stay as long as the founder lives in Lithuania unless they qualify on another ground, and a spouse who wants to work does not need a separate work permit. Marriage or partnership certificates and children's birth certificates should be translated into Lithuanian before they are filed.
Other business residence grounds
The Law on the Legal Status of Aliens also contains residence grounds for participants and managers of established companies. Those grounds turn on equity capital, months of operating history and job creation rather than on an expert evaluation, and their thresholds differ from one sub-route to another. Founders whose company grows out of startup status, or whose confirmation is not renewed, should check the current conditions with the Migration Department before switching grounds, because a gap between permits interrupts the residence period counted for permanent residence.
Questions and answers
How long is the Lithuanian startup residence permit valid?
The first permit runs for two years. It can then be renewed for a further three years, but only after the authorised institution, Innovation Agency Lithuania, confirms again that the founder and the startup still meet the conditions. Together the two terms cover five years, which lines up with the five-year residence period for permanent residence.
What happens if the startup fails?
The permit depends on the startup. Lithuanian law allows it to be withdrawn when the founder fails to establish the startup within the deadline or stops pursuing its activities, and the holder must leave Lithuania once those activities end unless another residence ground applies, such as employment or family reunification.
How much money must a founder show?
Applicants prove they can support themselves for at least a year. The amount is tied to a monthly figure that changes each year; the 2025 Startup Visa Lithuania guide set it at EUR 1,038 per month, or EUR 12,456 for twelve months. Bank statements, contracts or similar documents show where the funds come from.
