Lithuania Permanent Residence for Founders
A founder who keeps the startup permit valid through its renewal can reach five years of uninterrupted residence, the usual threshold for permanent residence. Two exams, one in Lithuanian and one on the Constitution, stand between temporary and permanent status.

Permanent residence permit (five years of lawful residence)
Under the Law on the Legal Status of Aliens, a foreigner who has lawfully resided in Lithuania without interruption for the preceding five years may receive a permanent residence permit, which the Migration Department treats as EU long-term resident status. Applicants on this ground pass an examination in the state language and one in the fundamentals of the Constitution, under procedures set by the Government. Absences must be shorter than six consecutive months and add up to no more than ten months across the five years, though business trips do not count while the person's home remains in Lithuania. The permit document is personalised for five years and then renewed, while the status itself continues.

Exam exemptions and counting rules
The examination requirement does not apply to people aged 75 or over, people whose work capacity is rated at 0–25 percent, people with established special needs, people with severe chronic mental and behavioural disorders, and children. Not every period counts in full: residence for short-term, non-continuous activities is ignored, and time on certain permits, including study-related ones, counts at half value unless the person earned a Lithuanian higher education qualification. A custodial sentence imposed by a court interrupts the residence period.
Questions and answers
Do the two-year and three-year startup permits add up to permanent residence?
They can. The startup permit is issued for two years and renewed for three, giving five years in total. If residence remains lawful and uninterrupted and absences stay within the limits, the founder reaches the five-year threshold for permanent residence, subject to passing both examinations.
What level of Lithuanian is needed?
The law requires an examination in the state language, and the EU Immigration Portal describes it as a test of basic Lithuanian alongside a test on the Constitution. The Government sets the exam procedure and certificate rules, so applicants should confirm the current category with the Migration Department before booking.
Is there a permanent residence by investment route?
The permanent residence grounds in the Law on the Legal Status of Aliens contain no investment-based category. Investors and founders reach permanent status through the same five-year residence rule, examinations and absence limits that apply to other holders of temporary permits.
