Dual citizenship and the end of citizenship by investment

Cyprus does not ask naturalizing applicants to give up their existing nationality: the official M127 document checklist contains no renunciation document, and the national census counts Cypriots who also hold a second citizenship. Whether a founder can keep an original passport therefore depends mainly on the law of the home country. The Cyprus Investment Programme, which once granted citizenship for investment, stopped accepting new applications on 1 November 2020, according to the European Commission, which later pursued infringement proceedings over pending cases. No citizenship-by-investment route is open, so investors reach a Cypriot passport only through residence.

Questions and answers

How many years does it take to become a Cypriot citizen?

On the general route, an applicant needs at least seven years of legal residence within ten years, followed by twelve months of continuous residence before filing, so at least eight years in total. Highly skilled employees of companies covered by Decision 92.018 can qualify after three or four years plus the final twelve months, depending on their Greek level.

Can I still get Cypriot citizenship through investment?

No. The Cyprus Investment Programme stopped accepting new applications on 1 November 2020. Investors can still obtain a permanent Immigration Permit by investing EUR 300,000 under Regulation 6(2), but that is residence, not citizenship. Citizenship then follows only through the standard residence, language and civics requirements.

Which Greek certificate counts for Cypriot naturalization?

The Ministry of Interior accepts a B1 certificate from the Greek Language Centre examinations run through the Ministry of Education's Examination Service, or a certificate from the School of Modern Greek at the University of Cyprus. Holders of a Greek-language secondary school diploma, or of a degree taught in Greek, do not need a separate language certificate.

Can family members apply on the highly skilled route?

Yes. A spouse, or a partner under the Civil Partnership Law, can apply together with the highly skilled employee or later, provided they meet the residence and language requirements themselves. A dependent adult child with a disability that prevents employment also counts as a family member under this route.
