Finland Citizenship by Application
Finnish citizenship is open to adults with several years of permanent residence, satisfactory Finnish or Swedish and a clean record. Finland accepts dual citizenship, though the other country's rules decide whether a founder keeps it.

Finnish citizenship by application
Adults can apply for Finnish citizenship once they have lived in Finland permanently for the required period, which in most cases is five or eight years depending on the applicant's situation. They need at least satisfactory spoken and written Finnish or Swedish, or the equivalent in Finnish or Finnish-Swedish sign language, a reliably proven identity and a clean record, including paid taxes. Applicants also explain how they supported themselves over the past two years, and unemployment benefit or income support in that period must not exceed three months in total. Applications are filed online in Enter Finland, and minors in the applicant's care can be included.

Requirements
- Age 18 or over and the required years of permanent residence in Finland.
- At least satisfactory Finnish or Swedish, typically YKI level 3 in the accepted skill combinations.
- A reliably proven identity.
- An account of income over the past two years, with no more than three months of unemployment benefit or income support.
- No crimes and no unpaid taxes.
How to apply
- Take the YKI test at level 3 or gather another accepted language certificate.
- Prepare an account of language skills and income for the application.
- Apply in Enter Finland and pay the processing fee.
- Prove identity in person at a Finnish Immigration Service service point.
Language proof and dual citizenship
The National Certificate of Language Proficiency, known as YKI, is the most common proof. Applicants need at least level 3 in one of three combinations: speaking and writing, listening comprehension and writing, or reading comprehension and speaking. A Civil Service Language Proficiency Certificate at satisfactory level, school-leaving certificates approved by the Finnish Immigration Service, and a university maturity exam taken in Finnish or Swedish are also accepted.
Finland allows multiple citizenship, so a founder does not have to give up an existing nationality under Finnish law. The founder's other country may take a different view, and its rules should be checked first to avoid losing that citizenship. Children under 18 in the applicant's care can be included in the same application, which allows a founding family to apply together rather than one by one.
Questions and answers
How many years must a founder live in Finland before applying for citizenship?
In most cases the residence requirement is five or eight years of permanent residence, and which one applies depends on the applicant's situation. The Finnish Immigration Service sets out how the years are counted, so founders should check its guidance before relying on a particular date.
Does Finland allow dual citizenship?
Yes. Finland allows multiple citizenship, but the founder's other country may not. Some countries withdraw their nationality when a citizen naturalizes elsewhere, so the rules of that country should be checked before applying for Finnish citizenship.
Which language test is accepted for Finnish citizenship?
The YKI National Certificate of Language Proficiency at level 3 or above in the required skill combinations is the usual proof. Satisfactory results on the Civil Service Language Proficiency Certificate, approved school-leaving certificates and a university maturity exam in Finnish or Swedish also count.
Can receiving unemployment benefits affect a citizenship application?
Yes. Applicants must explain how they supported themselves during the past two years and must not have received unemployment benefit or income support for more than three months in total in that period. Founders whose company income was low should document their other sources of support.
Is there citizenship by investment in Finland?
No. Finnish citizenship is acquired by application or notification on the basis of residence, language skills and integrity, and no program grants it in exchange for an investment. Founders build eligibility through years of permanent residence, usually starting on a startup or entrepreneur permit.
