Permanent residence permit (P)
A permanent residence permit is valid until further notice. The applicant must be in Finland, meet the general residence permit requirements and satisfy the conditions of the A permit on which the application is based. Five paths exist: six years with two years of work history and Finnish or Swedish at B1; four years with annual income above EUR 40,000; a Finnish higher education degree with A2 Finnish or Swedish or 15 credits of language studies; four years with a recognized foreign degree and two years of work history; or four years with three years of work history and C1 language skills.

How to apply

- Choose the route that fits income, degree, work history and language skills.
- Apply through Enter Finland while in Finland and before the current permit expires.
What founders should check before applying
The qualifying time starts on the day of arrival for a first A permit granted before entry, or on the day the first A permit took effect for permits obtained in Finland. Founders should confirm with the Finnish Immigration Service how their Startup Permit or entrepreneur permit periods are classified, because only A-permit time counts toward these routes. An unconditional prison sentence interrupts the count, which restarts only after the sentence has been served in full.
For a founder, the income route can be the most direct: four years on an A permit and annual income above EUR 40,000. The EU long-term resident's permit, known as P-EU, is a parallel status with its own rules, including a limit of ten months spent abroad during the five qualifying years. A permanent permit can be cancelled if the holder moves away permanently or lives abroad continuously for more than two years.
Questions and answers
How many years until permanent residence in Finland?
Four or six years on a continuous (A) permit, depending on the route. Four years suffices with annual income above EUR 40,000, a recognized foreign degree plus two years of work, or three years of work plus C1 Finnish or Swedish. Otherwise six years with two years of work and B1 applies.
Does time on the Startup Permit count toward permanent residence?
Only time on a continuous (A) permit counts toward the permanent residence routes. Founders should confirm with the Finnish Immigration Service how their own permit periods are classified before counting the years, especially when a startup permit was followed by an entrepreneur permit.
Is there a language requirement for Finnish permanent residence?
It depends on the route. The six-year route requires Finnish or Swedish at B1, the Finnish degree route requires A2 or 15 credits of language studies, and one four-year route requires C1. The income route above EUR 40,000 sets no language condition, and applicants aged 65 or over are exempt on the six-year route.
Can a permanent residence permit be lost?
Yes. The permit can be cancelled if the holder moves away from Finland permanently or lives abroad continuously for more than two years. Offences can also affect applications, and an unconditional prison sentence interrupts the residence period.
