Long-term or permanent residence after five years

Bulgaria grants long-term or permanent residence to non-EU nationals after five years of legal residence in the country. During those five years, absences may not exceed six consecutive months or ten months in total. Applications go to the Migration Directorate, or to a Bulgarian embassy or consulate in the applicant's home country. A permanent resident needs no work permit and has equal access to health insurance and social security, and the duration of the permit depends on the validity of the national passport used to enter Bulgaria. Under EU rules, long-term resident status also requires stable income and health insurance.

Requirements

  • Stable and regular resources and health insurance, as EU long-term resident rules require.
  • No threat to public security or public policy.

How to apply

  1. Keep a valid residence ground for the full five years.
  2. Track absences against the six-month and ten-month limits.
  3. Apply to the Migration Directorate or to a Bulgarian consulate abroad.

Bridging the gap after the certificate

Because the Startup Visa certificate covers at most three years under the ordinance, a founder needs another lawful basis to complete five years. Options include other residence grounds under the Foreigners in the Republic of Bulgaria Act, such as employment or self-employment, each with its own conditions. Self-employed residence, for instance, requires a permit from the Employment Agency, a detailed activity plan, at least two years of experience in the field and a Bulgarian language certificate at B1 level, as the EU Immigration Portal describes. Mapping the bridging route early keeps residence continuous.

Questions and answers

Does time on the startup residence permit count toward permanent residence?

Time spent on a long-term residence permit is legal residence, and the five-year rule counts legal residence in Bulgaria. The Migration Directorate assesses each case, so founders should keep permits valid without gaps and confirm with the directorate how their periods are counted before applying.

What rights come with permanent residence in Bulgaria?

A permanent resident can work in Bulgaria without a work permit and has equal access to health insurance and social security. EU long-term resident status also brings rights similar to those of EU citizens in work, education and social security, and opens mobility to other member states under set conditions.

Can I apply for permanent residence from abroad?

Yes. Besides the Migration Directorate in Bulgaria, applications can be lodged at a Bulgarian embassy or consulate in the applicant's home country. The five-year residence period and the absence limits apply in the same way whichever channel is used.
