Latvia Permanent Residence After the 2026 Law

Latvia now offers one form of permanent residence: EU long-term resident status. Founders and investors qualify after five years of residence on temporary permits, with Latvian language skills, sufficient means and a home in the country.

European Union long-term resident status

The Immigration Law in force since 15 September 2026 absorbed the separate law on EU long-term resident status and kept a single permanent status. Permanent residence is no longer granted on a first application in any category, so applicants first build at least five years of legal residence in Latvia on temporary permits. They must show sufficient financial means for themselves and dependent family members, sufficient command of the Latvian language and a place of residence in Latvia. Applications for this status, like temporary permit renewals, must be filed in Latvian. Holders face no restrictions on working in Latvia.

  • A place of residence in Latvia.

How to apply

  3. Prepare the application and supporting documents in Latvian.

What the reform means for founders

Before the reform, Latvia ran national permanent residence permits alongside EU long-term resident status. The 2026 law ended that variety: every applicant now works toward EU long-term resident status after five years. For a founder, three years on the startup permit is not enough on its own, so anyone planning to stay needs a follow-on ground, such as the share capital investor permit or employment, before the five-year mark. Keeping Latvian-language paperwork in order matters too, because renewal and permanent residence files must be submitted in Latvian.

Questions and answers

Can investors get permanent residence straight away in Latvia?

No. Under the 2026 Immigration Law permanent residence is not granted on a first application in any category. Investors and founders alike start on temporary residence permits and can apply for EU long-term resident status after at least five years of legal residence in Latvia.

Which Latvian level is required?

The law requires sufficient command of Latvian, tested through the state language proficiency test. The precise level, the test procedure and the exemptions are set in Cabinet of Ministers regulations, so applicants should confirm the current requirement with OCMA before booking the test and preparing the file.

Does time on the startup permit count?

A startup permit is a temporary residence permit, so its years are legal residence that OCMA considers when counting the five years. The permit lasts at most three years, which means a founder needs another residence ground to cover the remaining period without a break.
