Long-term resident's residence permit
The long-term resident's residence permit is issued with permanent validity to foreigners who have lived in Estonia for five years on a temporary residence permit immediately before applying. Applicants must still hold a valid temporary permit, have their residence registered in the Population Register, earn a stable legal income and be covered by the Estonian Health Insurance Fund. The integration requirement is met through Estonian language skills at level B1 or higher, assessed by exam. People educated in Estonian at basic, secondary or higher level skip the exam, and those under 15 or over 65 are exempt from the language requirement altogether. The state fee is EUR 185.

From startup permit to long-term status
For a founder, the clock that matters starts with the temporary residence permit rather than the Startup Visa, because the rule refers to five years of residence on the basis of a temporary residence permit. Months spent only on a long-stay visa fall outside that wording. The permit for startup entrepreneurship can run for up to five years, so a founder who obtains it early and keeps it valid can reach the threshold on a single permit or with one extension. Language preparation deserves an early start, since the B1 exam has to be passed before the application is filed.
Questions and answers
Does time on the Startup Visa count toward long-term residence?
The published condition refers to five years of residence on the basis of a temporary residence permit, immediately before the application. Time spent only on a long-stay startup visa is not covered by that wording, so founders aiming for long-term status gain from moving to the residence permit for startup entrepreneurship as soon as their Estonian company is registered.
Who is exempt from the Estonian language requirement?
Applicants under 15 or over 65 and people with limited active legal capacity are exempt from the language requirement. Anyone who completed basic, secondary or higher education in the Estonian language does not need to sit the exam. Everyone else must show Estonian at level B1, or an equivalent level, through the exam.
Is there an investor shortcut to long-term status?
The conditions published by the Police and Border Guard Board contain no separate investor track. Holders of the large investor permit meet the same rules as founders: five years on a temporary permit, stable legal income, Estonian health insurance, a registered address and B1 Estonian, unless one of the listed exemptions applies to them.
